PEARL Adopts New Compliance Resolution Procedure to Enforce
Electrical Reconditioning Standards August 2011 Also available in PDF format.
AURORA, CO - In an effort to improve the safety of the electrical industry, the Professional Electric Apparatus Recyclers League (PEARL), a standards development organization for reconditioned industrial electrical product, is making its new compliance resolution procedure available to the public.
The main goal of the compliance resolution procedure is to improve the safety of the electrical industry by giving customers a forum to voice concerns about specific reconditioned electrical products and suppliers. While PEARL is interested in hearing about inadequately reconditioned products from any supplier, the compliance resolution procedure only includes penalties for
violations made by PEARL members.
Although PEARL standards are free to the public through the association's website, only PEARL members can use PEARL reconditioning standards and apply a serialized PEARL seal to the device. A PEARL seal, bearing a unique serial number that matches testing documentation records, is proof that the electrical apparatus has been fully reconditioned to industry best practices and tests to its original performance specifications.

The compliance resolution form can be filed either anonymously or as an official request for review. Anonymous requests for review will be brought to the attention of the PEARL Ethics Committee, which will review the information and make a summary decision. However, the PEARL Ethics Committee cannot take specific action against a PEARL member without a signed compliance request form. If the compliance request form is signed, and the PEARL member is found in violation of PEARL's code of business practices – which includes prescribed ethical and practical business behaviors – or technical standards guidelines,the Ethics Committee can decide to publicly reprimand the member company; suspend the member's PEARL benefits; or, in the case of serious or repetitive violations, expel the member company from the association.
"PEARL members subscribe to a code of ethics as part of their membership," explains Malcom Frederick, PEARL President and Houston Operations Manager at Shermco Industries Inc. (Angleton, TX). "Integrity and honesty are an important part of our mission and membership platform. Accordingly, we have developed this mechanism to provide a forum for complaints and to discipline our members as appropriate. Certain violations of our code of conduct can result in suspension of privileges or expulsion from the organization. We take our responsibilities as members of PEARL very seriously."
