Inspection, Reconditioning and Testing of
Low Voltage Magnetic Starters Open

I. Introduction
Magnetic motor starters are a slight misnomer because these devices are responsible for not only starting, but running, and sometimes staging an electric motor. 'Staging' refers to the starter assemblies that cause a motor to reverse direction, plug (install), jog (test), or change to another speed. The motor starter also possesses some integral overload protection. The magnetic motor starter is the heart of the control schemes for the magnetic (as opposed to electronic) control of electric motors, whether that control be found in wall mounted enclosure, part of a combination motor starter/circuit protector; part of some sort of reduced voltage starter; or part of a motor control center.

PEARL Section 1620 Low Voltage Magnetic Starters Open reconditioning standards require the use of other standards covering major subassemblies that can also be reapplied as independent components. These may include:

II. Components
Part and assemblies to be reconditioned under Section 1600 standards Low Voltage Magnetic Starters Open include but are not limited to:
  • Mounting or Sole Plate
  • Overload relay
  • Contactor, includes case, armature, coil, stationary and moving contacts
  • Current transformer
  • Wiring harness
  • Jumpers, connectors
III. Testing and Inspection
The PEARL Section 1620 Low Voltage Magnetic Starters Open Standards begins with the definition of the term "Reconditioning" as "the process of returning electrical equipment to safe and reliable operating condition based upon the design of the original manufacturer at the time of manufacturing." This is followed by reference tables used to calculate test results and tolerances and the necessary test equipment required by the low voltage magnetic starters standards. The low voltage magnetic starters standards continue with a "Recondition Evaluation," which is a detailed inspection of all parts of the disconnect switch, including but not limited to the components listed above.

Section I for PEARL Section 1620, Low Voltage Magnetic Starters Open, begins with reference table identification and identification of the test equipment necessary to complete the standard, including one or more:

  • AC or DC voltage supply
  • AC current supply with means to perform timing test
  • VOM (Digital or analog volt/ohmmeter)
Section II Recondition Evaluation-Inspection and Testing identifies each component and assembly part that must be inspected to determine the components viability and reconditioning steps required to bring the component back to original operating condition. Results and notes from the pre-reconditioning inspection and test are recorded in the PEARL Reconditioning Evaluation and Test forms that accompany each respective standard.

IV. Reconditioning
Section III Reconditioning Procedures describes how to recondition each component and assembly, beginning with the disassembly of the motor control unit down to its major subassemblies. Reconditioning for low voltage magnetic starters open includes:

  • Disassembly
  • Cleaning
  • Degreasing
  • Deburring
  • Plating
  • Painting
  • Lubricating
  • Adjusting
Assembly of the reconditioned components and subassemblies is followed by final inspection and testing. As with all testing, inspection, and reconditioning operations, final inspection and test results are recorded onto the Evaluation and Test forms included with the standard. If a PEARL certified technician follows the reconditioning standard, the low voltage magnetic starters assembly is eligible for a Blue PEARL Reconditioned Quality Seal.
