Introduction to PEARL Standard Sections 4100 and 4200, Revision 5
Inspection, Reconditioning and Testing of Low & Medium Voltage Wire & Cable

I. Introduction
Among the various aspects of electrical equipment and supply, you don't get more basic than wire and cable. Wire that has been on the spool a long time may NOT be in the same condition as new and it is absolutely critical that it be examined and tested carefully prior to application.

Individual standards in this section are:

  • 4110 Low Voltage Wire and Cable Unshielded-Single Conductor
  • 4115 Low Voltage Wire and Cable Unshielded-Multiple Conductor
  • 4120 Low Voltage Wire and Cable Shielded-Single Conductor
  • 4125 Low Voltage Wire and Cable Shielded-Multiple Conductor
  • 4210 Medium Voltage Wire and Cable Unshielded-Single Conductor
  • 4215 Medium Voltage Wire and Cable Unshielded-Multiple Conductor
  • 4220 Medium Voltage Wire and Cable Shielded-Single Conductor
  • 4225 Medium Voltage Wire and Cable Shielded-Multiple Conductor
II. Components
Parts and assemblies to be reconditioned under Sections 4100 Low Voltage Wire and Cable and 4200 Medium Voltage Wire and Cable include but are not limited to:
  • Insulation
  • Shielding
  • Conductor
  • Reel
III. Testing and Inspection
The PEARL Sections 4100 Low Voltage Wire and Cable and 4200 Medium Voltage Wire and Cable Standard begins with the definition of the term "Reconditioning" as "the process of returning electrical equipment to safe and reliable operating condition based upon the design of the original manufacturer at the time of manufacturing." This is followed by reference tables used to calculate test results and tolerances and the necessary test equipment required by the low and medium voltage wire and cable standards. The low and medium voltage wire and cable standards continues with a "Recondition Evaluation," which is a detailed inspection of all parts of the low and medium voltage wire and cable and cable and respective Reels and fittings, including but not limited to the components listed above.

Section I for PEARL Sections 4100 Low Voltage Wire and Cable and 4200 Medium Voltage Wire and Cable begins with reference table identification and identification of the test equipment necessary to complete the standard, including one or more:

  • Insulation Resistance Test Set (Megohmeter) 1000 Vdc minimum
One or more of the following pieces of test equipment is required to perform the overpotential testing requirements of this reconditioning standard if it is required by the customer:
  • DC Overpotential Test Set
  • AC Overpotential Test Set
  • Digital or analog multimeter
One or more of the following pieces of test equipment is required to perform the overpotential testing requirements of this reconditioning standard if it is required by the customer:
  • Mechanical Cable Measuring System
  • Electronic (Resistance Type) Cable Measuring System
Section II Recondition Evaluation-Inspection and Testing identifies each component and assembly part that must be inspected to determine the components viability and scope of reconditioning required to bring the component back to original operating condition. Results must be recorded onto the PEARL Inspection and Test Form for this product.

IV. Reconditioning
Section III Reconditioning Procedures describes the necessary inspection and test procedures necessary to evaluate and requalify low and medium voltage wire and cable for application. As with all testing, inspection, and reconditioning operations, final inspection and test results are recorded onto the Evaluation and Test forms included with the standard. If a PEARL certified technician follows the reconditioning standard, low and medium voltage wire and cable is eligible for a Blue PEARL Reconditioned Quality Seal.
